It is not a right time to settle over there even if you will obtain the visa after won the lottery because it is very risk to get a job due to financial crises.

Too late for the next year. Here's the website for the US State Department http://www.dvlottery.state.gov/. Don't let anyone charge you for this. There's nothing they can do to help improve your odds.

Please don't waste your money on this ploy. These guys talk very well convincing you until you tell them your credit card no. Then they will tell you that they will be sending some tapes for you to study Spanish to prepare yourself if you win the lottery.

These guys are not illegal since there is a product in exchange for your money (the tapes they send you). They are actually selling you the tapes in the guise of a green card lottery. My friend lost around QR1200 to these guys.
