I applied for the resident visa of my wife, my application was rejected and when I asked them for the clarification, without giving me any reason they gave me a date of mid of june.
Can I aaply again for a visa now before the appointments date, as a new application with all the documents?

IF anybody can give me any idea it will be highly appreciated.

You are lucky enough that you got a date by the mid of June. People are there who are getting meeting date almost after 6 months from the date of rejection. I got twice meeting date but no use. Latter I got help from a PRO name Viju 66537722. I had all documents but still they rejected and never ever they say a reasonable reason.
