What if an expat who's visa was cancelled by his previous employer wanted to come back after four months, can he re apply for a business visa or any other visa?

The company who cancelled the visa is not willing to provide a no objection certificate.

You can get a 6 month multi-entry visa from the qatar embassy in your country of origin. You can't work with it but you can visit. You need to check that your nationality qualifies for it.
time period is 2 years then you can get back.
but if you want to come after 4years you need approval from ur THE VERY CURRENT EMPLOYER.
