Exit Visa, but w/ conditions from Employer
I am a Civil Engineer who started working here in Doha in early 2011.
Recently, our company issued us a memorandum, requiring us to work from 7:30AM to 5:30PM (including 30-minute lunch break) from Saturday to Wednesday, and 7:30AM to 3PM every Thursdays (no breaks).
Aside from this, we are not allowed to take our annual vacation until we fulfill 2 years of continuous working under them, otherwise, we will pay for our own ticket air fare. Another condition we are given is that we need to leave QR15000 or not to take our last two salaries and 21-day leave pay if we want to take our vacation. If we wanted that 2-month salary hold waived, we need to produce 1-2 Guarantors within our company, of whom will be the ones penalized with QR15000 if we do not return from our vacation.
Aside from that condition, we have new 2-year contract that they are forcing us to sign -- all conditions in favor of the Employer. If not, we will not be issued and exit permit. This is blackmail.
How can I complain? Where can I effectively do this? Can the Qatar government issue us exit permit if my employer won't?
If they find out, they will not terminate me, but instead give me salary deduction. Are Qatari employers this invincible to the Labour Law & the Law enforcers of Qatar?

You mean POLO? The OFWs a few years before me just did that. Seems like the POLO aren't powerful enough. My employer got connections in the government. He was even able to imprison 5 Egyptian laborers who refused to work for 5 days. I guess nobody can really help you here. And your only power here is not to sign your contract renewal.
Kabayan go to our embassy and seek legal advice then u can go even in labour departement be sure to have a copy of that memeorandum it seems that memo was illegal
i guess its better you contact ur embassy and the labor court. now a days the labor court is trying to help the employees form the dictating employers.
