Combined driving and Flying for Umrah (Visa Issue)

All,
I've read the post about driving to Hofuf or Dammam and then take the Saudi domestic flight for Umrah.

However I heard (from my friend who do freelancing at a Hamla) that the Saudi goverment recently forbid this kind of combined travel anymore. So you either have to drive all the way to Mecca or fly all the way.

Is it true ? Can anyone enlighten me on this, please.
