As you told it is your 2nd sponsor, it mean you transfor your old visa to the new sponsor, so i think he dont have any problem to give you release bcoz he did'nt buy your visa, he hired you localy, but even though everything is in his hand, most of the companies are not giving release, bcoz they bought visas and if they release it mean they are giving visa, but in your case you just transfor your visa to the new company, so i think if you request him when he is in good mood, i hope he'll deal you good, InshaAllah

the law says your sponser has to be agree , its not you full right to get the releas, try to talk to him :)

The law is that he does not have to give you an NOC.
