if i get a government job in qatar, it is any rule that, current employer must give NOC to me, on my request.

There is no such rule that you current employer MUST give. It solely depends on your current sponsor. However, you can request govt. co to directly speak to your current employer. Some sponsors do release employees if hi-profile individuals speak to them.
No, not a rule. Sometimes the gov't will take precedence. You'd have to research this with your prospective and current employers.
