Can i get on arrival for Dubai/KSA on designation "IT Controller" ; مراقب انظمة المعلومات ?

My designation in Qatar on my residence is "IT Controller";
مراقب انظمة المعلومات . Can i get Dubai/KSA/Oman on arrival visa on this designation?

Arrival VISA into KSA to my understanding there is no such category whatsoever. Anyone wiling to go to KSA either for work or transit (traveling by road) must have a VISA/INVITATION in advance.

Even those going for Hajj must apply for VISA prior to their trip.

As per the other two choices you provide better go to the embassies and ask in the consular services section for details; or better yet approach the official airliner (Either Emirates/Etihad for UAE or Oman Air for Oman) and ask them for details on VISA on arrival.
