1- Authorisation letter to your friend (this must attested in your embassy in qatar)
2- full passport copy including your last rp page
3- 4 photo graphs
4- after that your friend in qatar go to CID and fill the application and submit behalf of you if they approved you will get pcc after 1 week. other wise you must come here (qatar) in visit visa and apply.
You have to go to the police in your original country of residence. You do not get these from any embassy. If you are still in Singapore go to your local police station and they will be able to help you. I was already in Doha when I got mine from the UK and all I needed to do was write a letter giving permission for someone to get the report on my behalf.
