Are there really cases when the employer issues a Release but refuses to issue an NOC?

My friend was unfortunately terminated from her job because their company is reducing its employees. Her employer gave her a Release meaning she's allowed to transfer her sponsorship to another sponsor but the thing is, her employer doesn't want to give her an NOC. I just find it weird that she was given a Release and yet no NOC, anyone knows what's the policy in giving out release and noc?

Yes, supposedly, the NOC is an attachment to the release form.
Ms. Flor1212, thnk u for ur answer. So,does it mean that since her employer have issued and signed the release paper, he should also issue an NOC otherwise issuing the release paper would be useless. Is that correct?
Release is a government form while NOC is a letter from the previous company. But they are two inseparable papers if you want to transfer sponsorship!
Thank you for your answer Elmarth.. she was given a release and she has found a new sponsor, her papers are now on process but the immigration is asking for an NOC apart from the release paper.
As far as i know, RELEASE and NOC is the same. No objection certificate or release must be provided by your previous employer in order for you to get job from another company. If no NOC that means, your visa is not transferable to another sponsor and subject for cancellation, and you will be returning home to your country and wait for 2 years to lift your ban. My advise for you is ask and talk seriously with your boss (GM) or your company H.R officer to ask NOC or release... God Bless...
