Anyone had problems sponsoring new maid after giving NOC to previous maid??

Our maid is thinking of moving to a new sponsor and we were happy to give her an NOC so that she can move. My husband made enquiries at the ministry and was told that if we give our maid an NOC then we will NOT get approval for a new maid's visa. The ministry said that if we wanted approval for a new maid we would have to send her home first.

We need a maid as I work full time and we have a small baby not in school so can't take the risk.

Is this true? Has anyone else been in the same situation and was there a way around it at all?? I really don't want her to have to go home if she doesn't have to.
