Any Visa Problems for Algerian???

Ramadan Kareem for all. My Husband is an Algerian Architect Resident in Emirats and he found a job here in Qatar as an Architect, but ministry of labour refuse to change for his company an Egyptian Architect to an Algerian Architect??? Plz any help or hope to guet an OK??? I`m Tunsian Doctor resident in Qatar and they refuse for me to do a resident visa for my husband??? How to do??? I need an urgent help. Thank you...
