There is such thing in Qatar. it is random fine.
immimoses, go directly to Qatar Immigration Department and inform them that you have fine in your Metrash, they will clear it and your ID will renew offline.
It is happened to me as well, inform situation clearly to them that fine is not because of you, it is because of Covid Situation.
