Yes one may send a representative to obtain a PCC for someone who has left Qatar, given that the former resident has stayed in Qatar for over 6 months. Representative must simply be granted SPA (Special Power of Attorney) along with the following requirements from the applicant:
- Completed application form
- Expired residence permit
- Passport copy
- Evidence of your first entry in Qatar and you exit from the country
- Full addresses and time period stayed of all places you have resided in Qatar
- Full set of original fingerprints as a document certified by the Ministry of Foreign Affairs and the Qatari Embassy in the country of your current residence
- PCC from your country or embassy attested by Ministry of Foreign Affairs and all concerned authorities of your country.

- 3 photographs (4 x 6 cm)
- Completed application form
- Valid copy of ID
