mohdata: True, it is very rude to "stare" inside someone's car especially if there are females sitting in them. But then while you are saying so, you are overlooking several facts about Doha and also the Middle East Countries.
Qatar as well as other ME countries have workers, with a majority of them being in the low salary bracket. These people live for months and some of them for years without their wife and families. Their urge to have a simple look at something beautiful provided by nature is nothing unusual or abnormal.
And ALL females across the world are beautiful.
You feel annoyed at their glancing into your vehicle just because you have someone nice and pretty sitting beside you in your air conditioned car. Also, while these low income workers may not be that well-educated and simply not aware of your feelings when they have a glimpse of your wife, they do come from homes where females are respected. That is the beauty of the East. If you are that sensitive to people who just glimpse into your car when you are with your family, you should really choose a place which gives the privacy you want. Even while eating or walking at Villagio or Hyatt Plaza, you will definitely come across someone having a glimpse of you and your family, even if it is an unwilling one.
I am a frequent Karwa bus user, and I love to walk a lot. My observation is that only a minority of just 10% of the people who walk the roads of Doha who may really ogle. One cannot do away with such people. It takes all sorts of people to make this world and one has to co-exist with them. The remaining 90% may have just a glance at your car which is absolutely unavoidable. But it does send a sting down your spine.
As for praising the West for its "cultured" lot of people, one just not need to stare or even make an effort to watch the female beauty in the West. They are just there all around, walking on the roads and or lying on the beaches with hardly any clothes on. We from the East are far better in this respect. This has got to do with our culture and upbringing with of course some role played by religion as well.
As the English poet John Keats once said, “A thing of beauty is a joy forever.” Juts control your feelings, be normal, think like a human being, and let people have a moment of joy!
