Accha, he's talking about the rear lights, in case you've missed that bit; but if you haven't, buddy i can't say for sure but all my experience with tinting lights and windows over the years says that it's illegal to mess with the lights in any way for road use.
Almost every car shop will refuse to tint or cover lights in any way saying they are not allowed by the traffic dept. and they'll just sell you the tint film without installing it for you. You can get permission from the police for windows yes but never heard of light alterations being approved for road use.
Having said that; many cars run around Qatar with these tinted lights/windows and many other illegal modifications; they take them off when it's registration renewal time and put it back on once renewed. The traffic cops on the road usually ignore and go easy on the lights/stickers a bit more than too dark windows. I've seen them stopping dark window cars many times and even forcing the drivers to remove the tint on the spot. Never seen dark lights getting caught yet, but yes they're illegal I'm saying.
