Possibly, you can get one from Hamad Hospital. I learnt of this when someone I know recently suffered a fracture in the foot and the hospital provided him with one. However, I am unsure if that facility is only for the patients treated at the hospital. Alternatively, try some charitable organizations such as Qatar Charity, Red Crescent, Sheik Eid Charitable Organization etc. They may be able to help you out.
