It's a good move by the government to solve issues faced by expatriate workers who as correctly stated, stay in rented houses. These apartments/houses are usually managed by Estate Agents who have built a reputation for unfair means in their business. One common method is the taking of "insurance cheques" at the time of renting out the premises. The estate agents or landlords almost never return these cheques back to the issuers and cash them when the lessors decide to vacate the premises. The reasons given by them are flimsy. Since they already have the cheque in hand, the lessor remains at their mercy of these estate agents or landlords. When I rented a house some years back from an estate agent, the roof of the kitchen and of the sitting room leaked badly during the first rains damaging the furniture especially the sofa set which was brand new. The sitting room was flooded. The estate agent saw the situation of the house and the condition of the furniture. Even then, when I vacated the house, the estate agent cashed the "insurance cheque." I protested but my protests fell on deaf ears.
