The thobe, eqal & ghutra is not limited to the gulf as mohdata mentioned. Palestine for example has the same outfit, just Google images and see for yourself.
I have met Qataris who don't speak Arabic, or don't speak the Qatari dialect, so Ams_90 is making a huge assumption.
