Let him call the bank customer service from his home country, verify himself and get it registered for online banking and then he will able to transfer the money to his local bank account.
Option 2
If the above does not work then your friend needs to make a power of attorney & affidavit local attestations including attestation from Indian Court plus Qatar Embassy in Home country and once you receive original here, you also need to visit Qatar Ministry of Foreign Affairs and get the attestation done in Qatar before producing at Bank to withdraw the money.
