There is a rule in Qatar immigration that only professionals can hold two GCC country visa with a fee of QR 2000 per year but it is not followed now a days unless immigration officer checks your passport and return back the passport to cancel the other GCC visa then only either your PRO can pay the fees of QR 2000 (if your visa is professional like accountant, engineer, etc.,) or you can send back the passport Kuwait and get the visa cancelled but it very likely that this will not happen and you will still get Qatar RP without cancelling your Kuwait visa.
