Why are you insisting on the NOC? Get you 5-month salary first and to hell with the NOC. It's not like you are gonna find a new job anyway as the market in your field is the most hit by the slowdown. So make sure you get your money and if they try to bargain with you and ask you to take the NOC instead of the salaries then say No. Money comes first. And don't forget the rules will change soon so you will be probably be able to find a job without the NOC.
As I said, fight for your money not the NOC.
