Rather, it can be done via metrash internet service. If it cannot be done via metrash (due to non renewal of CR) then it can be done via exit permit paper, that needs to be presented to the Govt. service center located adjacent to the "Mall of Doha", Abu Hamour area (behind Waqod Oil Storage Tanks Near the Indian School). Timing for companies starts at 3 PM every day.
Your mandoob can do all that and if there is any problem, you can speak with the Captain there and then, who is always sitting there to sort out such issues.
