i tried also without the stamp in the house contract 2 days before but was rejected..
after that i got the baladiya stamp on house contract and they accepted the papers now. before it was easy, i have applied few months back two times without these.
now te rules has been changed and they dont even give us token until you show them house contract stamped by baladiya..
visit one or two real estate company and pay them the service, they will give you contract. good luck
