Such types of crime are a result of a sick mentality or a paranoia. It has nothing to do with religion or any particular nation. Religion attempts to stop such actions by terming it as something that offends God, is a grave sin, and thus punishable in the life hereafter. Then there are man-made laws in every country that come into play to deter such actions. These laws are used to punish such offenders and keep them off the streets. However, the judicial system in most countries especially the non-developed ones move at snail's pace leaving an offender languishing in prison for years. The time spent in prison may actually desensitize many offenders to the threat of future imprisonment. Possibly, if the judgement is pronounced swiftly, and such cases are given exemplary punishment such as a public execution, it may help in sending shudder down the spine of such offenders-in-the-planning and help in greatly lowering the rates of such painful incidents.
