i have a feeling its probably to make the captain's life easier...he doesn't have to deal with the serious and chronic offenders now...in fact, i feel the only violation he should have to reconsider is a genuine case of unintentional red light crossing backed up by video proof...everyone else should pay...all the other violations can only be intentional...
