Small companies do not need one. Big companies that hire regularly a large number of staff be it white or blue collar have usually an immigration department. Some small companies also use some PROs on a freelance basis. I know a building housing few small companies (architecture, green building, etc.) and they all use the services of the PRO of the landlord. They pay him per service.
