NOC is basically required when transferring your sponsorship to a new company from your previous. Let's say you are able to come back since you qualify and you meet the requirements for "visa upon arrival" and stay here for one month under single entry visa. And you are so lucky that you get a work immediately, now here's the problem, the new employer will ask for NOC from your previous employer. So better come back after two years, surely the new employer will not ask for your NOC.
