Why can't you wait for the CEO to return? If there is an urgency, your PRO could take bot the passports to the immigration office and could get the transfer done on payment of the required fee. I believe it could be done without the any approval required from the CEO. Alternatively, you could go to the immigration office yourself with both the passports and give it a try. The people there are very cooperative and helpful.
