Brit: Try to look at things from the side of others. Many car drivers here are in the low salary range with most earning a meager QR 2000. When such expat drivers inadvertently (nobody in his sane mind would do it deliberately) cross the red light, he faces a penalty of QR 6000. That means he (along with his family) would be suffering for several months on end when he gets to pay the fine. The Captain does not wipe out the penalty totally. He simply reduces it. The penalty is still there. Thus the pinch and suffering is continued to be felt so that the person is careful in future. However, from what I hear, it is not on all cases the Captain does so. He does look at many factors such as if the driver had sufficient time available to have stopped or how dangerous his act could have been. Put yourself in the shoes of low-salaried drivers, and hopefully you will see things in a broader perspective. Rich people getting a very good income have their own outlook of the world, don't they?
