First of all you will need a Qatari Driving License. To get hold of one, you will need to join a Driving School, attend a coarse and pass the test. To get a car on rental basis, you will need to have a credit card. If you have the DL and the credit card available with you, you can approach any rent-a-car company and fill in the paperwork required, which are internal to the company.
