There is an government office that I believe deals with such issues. The office is just opposite Holiday Villas on the road that leads to Human Rights office. Possibly, they may help you out but I am not sure as I have never been there. If you do decide to go there, suggest you take someone who speaks Arabic in case you are not fluent in the language. Take the contract of your flat with you.
