Vidhya you can wait for a couple of days, before you apply for a duplicate. If yesterday night somebody did not notice it lying on the ground, then most probably in today's daylight somebody would have noticed it and taken it. Since it belongs to a female, they might be very decent to return it personally soon. Try to check out with any police outpost or security office in the site, incase somebody has returned it to them.
