If he resigns he can use his resignation letter a potential document to claim for an Exit permit regardless of what his employer wants. However if he has done something wrong being a employee or has some pending banks loans to be paid..then he won't get an exit..if he did not do any wrong, then resign today and give notice as per his employment contract.
