WHO has used instruments that were manufactured in the west and calibrated there to give the answers the organization very much wanted. A world organization should not be biased and myopic in its reports. There are many uncontrollable, natural factors that lead to pollution. Qatar is a desert and during a sandstorm, visibility is reduced to just a few meters. Possibly the WHO officials took their readings of pollution in Qatar during such a period when the country was enveloped by a sandstorm.
