1) tell them other tenants have floors above them and thus their roof doesn't bake like your's does, being the topmost floor; this is the main reason the same AC works fine for others but not you......2) if they still don't agree, try to reach a compromise and get a 2 ton window AC with the largest compressor available; not all 2 ton ACs have the same capacity/strength compressor; I think this should improve the cooling significantly. You could also just leave the AC running all the time, depending on who is paying the bills. You could also explore heat rejecting films for your windows......3) If all these steps fail and if there's still time for your lease to run, you could just get a new/used 2.5 ton splitter at your own expense and take it with you when you leave; but get written permission from the office for any modifications/drilling needed (the scumbags will try to steal your deposit from you when you leave).....and of course, the day your lease runs out, just shift; they don't deserve your business. But yes, if you're looking for a solution and your own comfort, then there's a few as I've listed; but if you're just looking for a fight and wanting them to pay for the problem, then I'm afraid you're going to be sweating for a while yet.
