I don't think cardboard packing would be acceptable to airlines. The bottles must be packed in thick polyethylene. The purpose of this packing is to protect the luggage of others from getting damaged should any bottle leak during transportation. I do not know of any place where such packing can be done in Doha but suggest try calling some cargo companies. May be they have a solution.
