Doesn't matter even if you were hired locally or had an NOC from your previous employer, to have another NOC to your next employer it's all at your current employer's discretion. Usually I have seen in such cases employees make a "gentlemen's agreement" during the signing of their contract, to provide him with a NOC when he decided to join the next employer.
