No possibility to transfer your Soudi License with a scanned copy, requires original license. Based on the new rule implemented, if you have a professional visa (like Doctor/Engineer/ Manager) or Driver visa, then only you can go to school for new course. If you check with the Driving school, someone will help you to get your license.
