It's a scam. Your brother's cousin if he responds will be asked to send money to process his visa. This is nonsense as the visa process does not work like that. Travel agents have nothing to do with visas either. He will be asked to send money by Western Union or MoneyGram. No reputable compny anywhere in the world would ask for or accept payment in this manner. Any job offers that offer a contract without face to face interviews, checking references and qualifications are bound to be a scam.
