No, it's a scam. If it's a residency visa, it wouldn't even be processed until you come to Qatar, it's not paid for in advance. And QF doesn't give 5 year business visas which the email seemed to refer to. And for $15,000 month you would be wined, dined and interviewed in person and would have undergone a background check before being offered the job.
