To answer your question, Universities don't certify degrees. Qatar Embassy in London only legalised FCO stamp so if there isn't an FCO stamp then they wont legalise the document. See their website for detailed information.
FCO will only attach Apostille certificate to the degree (If you are sending a copy then it has to be notorised). If you search uk document legalisation, there is uk gov website with clear instructions.
Degree would be enough, never heard of transcripts being required.
