From what I understand, the process is as follows;
1) Copy of your degree certificate
2) Get it notorised by a Public Notary or from a lawyer
3) Send it to the FCO office in Milton Keynes
4) Get it legalised from Qatar Embbasy in London
5) And then anything to be attested etc is to be done in Qatar itself
It doesn't take very long if you have someone in the UK. Notary normally charges £50 to £80 and FCO office charge £30 per document. Qatar embassy charges only £2 or £4 per document.
