It definitely looks unthoughtful when you have no proper transportation infrastructure. Nobody will be willing to suffer the hassle of driving into downtown and search for a parking for hours if there is a decent alternative.
BTW, it’s not that I’m playing the Human Rights Watch here. Pragmatically, one of the major issues for Dubai based companies, for instance, is their employees’ access to offices.
