NOOooo way.. U can't work in Qatar Police without knowing fluent Arabic.. That is prerequisite.. Come on, can you imagine an Arab or a gora working in Pakistan in the police force and not knowing Urdu.. Or a policeman or woman in USA or UK who does not speak English.. For any country's government sector you need to speak the local language of that country.
