The law is based on common values/principles and that’s to respect the public and their wishes.

So if the public objects to it then you are causing an offense and will be arrested.
That said. There are places where people come together so it they make the public and they do the same thing (nudity) then there is no offense and no one will be arrested.
I wonder though, if the naked public got offended by someone in clothes, then c could that clothed person be arrested for offending public taste.
