Ryan that's your personal obswrvation but i disagree with you.I know a lot of Government offices where the staff are working just as it wasn't Ramadan,only shorter working hours and i have never seen people sleeping at work during Ramadan.Everything does not 'shut down' as you say but rather work load is a bit slower due to the lesser working hours.
