Exit permits don't stop people absconding on leave.

The banks should tell sponsors not to give anyone with a car loan or personal loan an exit permit, ever. They have half done that when it comes to car loans, they never used to stop you from taking your vehicle out of the country but now they do.

That would solve that problem.
