In my opinion - Ggangrapes and all other crimes are a direct result of failure of the law enforcement of any country. In India, the women and the weaker sections of society are left to fend for themselves. Local goons and criminals run amock in the streets and no one can do anything about them.

Most of the cases of voilence are triggered by well connected people who can get away with anything and the police and the judiciary act like cheap whores.
