Its alright even if ur baby is born in a different health center, just take that vaccination card and Hamad Medical Cards of parents. It must have a registration number on it with a bar code.
And you do not need to go to Supreme council, its a one window thing.
Just take these documents to Women's Hospital in Hamad Hospital, Al Sadd and they will do it all for you and issue the certificate on behalf of Supreme Council. I got it from there.
However, in case you're asked to go to Supreme Council, its situated near Civil Defence Round about, a big glassy building on your right side while coming from west bay towards Qatar bowling center. I am sorry am not aware of their timings, as i didn't have to go there.
NICOP is a must for all expatriates. I am not sure but i guess you'll have to get NICOP for you and your wife. And during the process, you'll Get the Protector, State life insurance and registration as overseas pakistani.
But it is Important, even if you don't need it now, you must have it. Otherwise, without the protector, you'll not be allowed to travel from pakistan next time you go there.
I suggest, get the birth certificate, apply for your and wife's NICOP, take a copy of payment receipts, attach it with the application of new born's passport and submit.
After your baby's passport is done, get her/his NICOP too.
